The tares are still alive today with growing false doctrine and practices. At the end of the age they are taken away to leave the righteous for the Kingdom on earth. There is a lot of application to Israel here in the Tribulation and after. The church at Smyrna is also considered.

Matthew 13: 24-30 is a parable that Jesus spoke. A Parable is an earthly story with a heavenly meaning. What Jesus is doing in the parables is taking some aspect of the actions of God and comparing that to something that is earthly so we can come to some understanding of the purposes of God.
