Why? God gave them to Israel before they entered the promised land as they were forming a new nation. He knew that the people needed laws to govern the people by. Again I want to remind you that God has just delivered the children of Israel from Egyptian bondage. They could not deliver themselves, but God, by His marvelous grace delivered them.
