One thing that is clear in his thinking and interpretation of Paul regarding authority is that Subjects are subjected to the laws and regulations of the authorities. The authorities are subjected to the laws and regulations of God.

God has chosen to bless mankind and provide for our protection and safety by instituting human government. God is the one who established government. And do you notice a continuing phrase mentioned in these verses? What is it? (Government is God's minister).
