Under the authority of Rome, Herod the Great was the reigning, "King of the Jews".

Occasionally the emperor of Rome called for a periodic registration of all the subjects in the Roman Empire. The event, called the Roman Census, was not voluntary and required everyone in Judea to report to Jerusalem. Two of those subjects making the journey to Jerusalem happened to include the pregnant Mary and Joseph.
