There is a type of world peace which God finds profoundly inadequate-- a type where God's people don't participate in its prosperity, and where the wicked have gone unpunished. The 2 visions tag-team, to address this.

You need to think big, and measure big, to keep up with God's visions. God is able to do far more than we think or ask. Also, what does it look like to flee from Babylon today (cf. Revelation 18:4)

The angel of Yahweh deals with a potentially huge fly in the ointment-- the high priest Joshua's guilt. The adversary's criticism is rejected; Joshua is cleansed, and commissioned, and challenged.

Most of what God does in the world, He does through his Spirit-empowered people, who are channels for his grace. A very high view of ministry; a very high calling.

God lets his post-exilic people in on his plan-- there are things He will do for them, and there are things He expects from them-- hard work, honesty, righteousness. If this plan works, the end result will be a faithful, bustling, righteous city.
In many workplaces, the workday begins with a meeting. A manager will call all the employees together, and he/she will give everyone a big picture overview of the plan for the day. 12. Tough Situations Require Tough Leaders (Zechariah 10:1-12)

With a bonus, kind of classic charismatic intro along the lines of John G. Lake. "Ask for rains in the time of latter rains." Charismatic use isn't really what Zechariah means, but it's a good word nonetheless.

God's people reject the new leadership He gave them, and so He rejects them. Walks away, and sends an even worse replacement. A dark passage.

It'd be easy to think that the dark, scary passage of Zechariah 11 marks the end of God's relationship with his people. But here, God steps in, and announces what He will do next. God does not give up.
