Hebrews 3:11 (Amplified Bible)
3:11 Accordingly, I swore in My wrath and indignation, They shall not enter into My rest.

A. GOD swore in His wrath and indignation
"Accordingly, I swore in My wrath and indignation,"
Sware or swore means: [Greek: omnuo] (verb)

2. to affirm, promise, threaten, with an oath
3. in swearing to call a person or thing as witness, to invoke, swear by
Only GOD can swear because only GOD can affirm, promise, threaten with an oath. Man's promises and swear are nothing because man fails to fulfill their promises. That's why we are not to swear, leave to GOD the swearing.
