Revelation 16:4-7, “4Then the third angel poured out his bowl on the rivers and springs, and they became blood. 5And I heard the angel who had authority over all water saying, "You are just in sending this judgment, O Holy One, who is and who always was. 6For your holy people and your prophets have been killed, and their blood was poured out on the earth. So you have given their murderers blood to drink. It is their just reward." 7And I heard a voice from the altar saying, "Yes, Lord God Almighty, your punishments are true and just."”
Similar to the previous bowl judgment this angel then pours out his bowl on the rivers and springs, and they became blood. The difference however between the two is that the other bowl judgment was upon the sea while this bowl is on the rivers and springs. While similar to what happened to the Nile in Egypt (Exodus 7:20-24; Ps 78:43-44), now happens instead to the whole’s entire supply of fresh water. The contamination of the world’s oceans will ruin the world’s economy since the world’s oil is transported through the oceans, but the destruction of the world’s fresh water supply will be a strike to humanity, because one cannot survive very long without water.
The water supply will already be in short supply during this time as a result of the third trumpet judgment (8:10-11), which will result in the poisoning of one third of the world’s fresh water. Yet the two witnesses will also have, “the power to shut up the sky so that rain will not fall during the days of their prophesying [the last three and one half years of the tribulation]; and they have power over the waters to turn them into blood” (11:6). Yet also as if this wasn’t bad enough is the fact that the temporary restraining of the world’s winds (7:1) will cause drought as well. The result of this will be that with no winds to move clouds the weather systems, the hydrological cycle will be disrupted and no rain will fall.
What does this then lead us to see? The destruction of the earth’s fresh water will cause unthinkable hardship upon humanity. There will be no fresh water to drink; no clean water to wash the oozing sores caused by the first bowl; no water to bring relief from the scorching head that the fourth bowl judgment will shortly bring. The scene here is then so bad that one would then be correct in asking, “How can a God who is compassionate and loving do this?” The answer is that God has restrained His justice and now is doling out His holiness for the whole world to see. God retrains His justice and holiness so that all humanity will have a chance to experience His love and compassion. Here now we see that God will give a brief break so that an angel can speak in God’s defense.
In Jewish thought it was thought that the elements of nature were held to be under the jurisdiction of appropriate angels to which Sweet points out, “In contemporary thought spiritual powers represented and controlled earthly realities. In Revelation 7:1 we learned of angels who restrained the four winds of the earth, and in 14:18 of an angel who had charge of fire. 1 Enoch 66:2 tells of angels of punishment who held the subterranean waters in check. Whether such an angel is here referred to is uncertain. Lenski then points out, “There is some (but not much) merit in the suggestion that the “angel in charge of the waters” is simple the angel of the previous verse who poured out his bowl upon the waters.” Lenski, 469).
The angel of the waters then could be seen as an angel who defends God’s righteous judgment in an echo of 15:3-4. In contrast to the blasphemies coming forth from men (vv.9,11), the angel declares, “You are just in sending this judgment, O Holy One, who is and who always was. 6For your holy people and your prophets have been killed, and their blood was poured out on the earth. So you have given their murderers blood to drink. It is their just reward." 7And I heard a voice from the altar saying, "Yes, Lord God Almighty, your punishments are true and just."”
You are just in sending this judgment, (11:17; 1:4, 8; 4:8), O Holy One, who is and who always was.” God’s judgment is just because He is the Holy One who existed before all humanity did. He always was would refer to the fact that God despite many scientists or philosophers claims wasn’t created. God always was, and always will exist, and no philosopher will outlast God, because He will reign forever and ever. This just points simply to the fact that God in His justice is holy therefore worthy of our praise, as a direct result of the fact that He is the God who is and who always will be God who loves us and reigns supremely in heaven in His temple. Therefore, the only appropriate response to this is to worship and come into a personal relationship with His Son Jesus Christ the Lord who died for you on the Cross to give you eternal life through His blood covenant.
This angel declares to the Messiah rejecting world that they will bear a guilt that they will not be able to overcome. This ought to help us to appreciate the age in where we are now. We have the opportunity as humans to experience God’s love and grace, and not His judgment, yet those who willfully reject the sacrifice of Christ await nothing more than judgment having set their eyes upon the sins that they so aptly love and appreciate; they deny the Lordship and deity of Christ because they love the sins that they commit with themselves and others. This then points to the willful reject of those who do not want to embrace the Gospel, the commandments, decrees and laws of God because instead of accepting and receiving the Gospel of Grace they will instead receive the gospel of the antichrist, the false prophet and therefore declare themselves condemned as a result of that decision.
It is no different today, for those who wish to accept the gospel of the world will not inherit the eternal life of Christ as offered through His blood atonement on the Cross rather they will instead willfully accept the decision to take up residence in their own personal self made hell and will then at death experience nothing more than that, hell the rotting of the flesh and the torment that comes from the decision to reject willfully the Gospel of grace through Christ’s sacrifice.
More than this though, For your holy people and your prophets have been killed, and their blood was poured out on the earth. Those who oppose the Gospel of grace will mercilessly persecute as they do now and kill believers as they do now during and throughout the Tribulation, beginning with the martyrs of the fifth seal (6:9-11). Later, John saw “a great multitude which no one could count, from every nation and all tribes and peoples and tongues, standing before the throne and before the Lamb, clothed in white robes, and palm branches were in their hands…’These are the ones who come out of the great tribulation, and they have washed their robes and made them white in the blood of the Lamb’” (7:9,14). The two witnesses will be martyred (11:7), and the enraged nations (11:18) will be “drunk with the blood of the saints, and with the blood of the witnesses of Jesus” (17:6).
“So you have given their murderers blood to drink. It is their just reward."
God will avenge those who have persecuted and murdered those who have given of their lives for the sake of the Gospel (Romans 12:19; Hebrews 10:30). Having denied the knowledge and revelation of the truth as found in God’s Word, and revealed through God’s sacrifice on the Cross (Hebrews 10:26), there is nothing left for the unbelieving world but to receive what they deserve as their just reward “a terrifying expectation of judgment and the fury of a fire which will consume the adversaries” (Hebrews 10:27).
Revelation 16:7And I heard a voice from the altar saying, "Yes, Lord God Almighty, your punishments are true and just."”
The altar then speaks which echoes the words of the angel in 15:3. This may be the same altar from which the saints were earlier praying for vengeance (6:9-11) which now affirms that God’s true and just judgments will come to fruition.
That God’s judgments are just and true simply points to the clear teaching of the Word of God. These judgments are not capricious judgments associated with false pagan gods. In Genesis 18:25 Abraham asked rhetorically, “Shall not the Judge of all the earth deal justly?” David wrote in Psalm 19:9, “The judgments of the Lord are true; they are righteous altogether,” While in Psalm 119:75 the psalmist added, “I know, O Lord, that Your judgments are righteous.” Paul wrote of, “the day of wrath and revelation of the righteous judgment of God” (Romans 2:5). In 19:1-2 John “heard something like a loud voice of a great multitude in heaven, saying, ‘Hallelujah! Salvation and glory and power belong to our God; because His judgments are true and righteous; for He has judged the great harlot who was corrupting the earth with her immorality, and He has avenged the blood of His bond-servants on her.’”
