To show that promotion never came from east, from west or from south, all three directions of mankind, but it came from North the one that is not mentioned among the 4 directions.

For not from the east nor from the west nor from the south come promotion and lifting up.

For promotion cometh neither from the east, nor from the west, nor from the south.
Notice in this verse, that there's no north, because north represents or symbolizes Heaven the dwelling place of GOD. So therefore, in this verse, it is saying indirectly that north is the direction where promotion is coming from, only GOD can give promotion to a man.
A. Promotion does not come from the east, nor from the west
"For not from the east nor from the west"
Promotion or "rum" from Hebrew language meaning:
1. to be high
2. to rise or raise
3. bring up, exalt (self), extol, give, go up, haughty, heave (up), (be, lift up on, make on, set up on, too) high (-er, one), hold up, levy, lift (-er) up, (be) lofty, (X a-) loud, mount up, offer (up), + presumptuously, (be) promote (-ion), proud, set up, tall (-er), take
Promotion - the act of promoting; advancement; encouragement; as the promotion of virtue or morals; the promotion of peace or of discord. Example: My promotion will be thy destruction.
East or "motsa motsa" in Hebrew means:
1. a going forth
2. an egress - the act of going or issuing out, or the power of departing from any inclosed or confined place. [Source: Webster's dictionary]
3. an exit
4. a source or product
5. the rising of the sun
6. dawn
7. exportation, utterance, a gate, a fountain, a mine, a meadow
8. brought out, bud, that which came out, east, going forth, goings out, that which (thing that) is gone out, outgoing, proceeded out, spring, vein
East is a direction where the sun is rising up, where people place crops and plants to be exposed to sunlight. It's not the direction where promotion is coming from.
The direction "East" according to it's usage, means "out of" as proven by these verses:

But if her husband positively made them void on the day he heard them, then whatever proceeded OUT OF her lips concerning her vows or concerning her pledge of herself shall not stand. Her husband has annulled them, and the Lord will forgive her.

Now we have gone out, water springs, and going forth. We are left by these clues. So therefore, East is something gone out, going out, or going forth, or something that bubbles up from the soil like a water spring or a fountain. These are not the directions of promotion, either.
West or "maarab maarabah" in Hebrew means:
1. sense of shading
2. region of the evening sun
West is a direction where the sun is setting down, a place where you can get shade from the burning sunlight. It's not the direction where promotion is coming from.
The direction "west" has not said more than we can study, it's just a direction, from the west, westward where the sun sets. So whatever east is, west is an opposite direction.

East and west are directions of man here on earth, where they point from where the sun is rising and the sun is setting. It's a permanent direction because the sun is not moody, a compass direction where the east is always a place where the sun rises up and the west is always a place where the sun sets up.
B. Promotion does not come from the south
"nor from the south come promotion and lifting up."
South or "midbar" in Hebrew meaning:
1. sense of driving
2. a pasture
3. a desert
4. speech
5. desert, speech, wilderness
The direction "south" has no opposite direction mentioned with it, knowing it's north, where Heaven is.
The direction "south" is where the wilderness is located: South pertains to wilderness according to 200+ occurences of the Hebrew word "midbar" The only direction that gets you lost.

North is missing because it's GOD's direction.
ILLUSTRATION: I remember a basketball player who is a born again CHRISTian, when he shoots, he always points up beating up his heart. That's how we say it came from upward, the talents, abilities and gifts we have all came from GOD. He promotes us by giving us all of these to use and communicate with unbelieving bosses.
