I. EXORDIUM:
Do you understand authority?
Yes. Pontius Pilate received authority from GOD to crucify the LORD.
John 19:10-11 (Amplified Bible)
19:10 So Pilate said to Him, Will You not speak [even] to me? Do You not know that I have power (authority) to release You and I have power to crucify You?
19:11 Jesus answered, You would not have any power or authority whatsoever against (over) Me if it were not given you from above. For this reason the sin and guilt of the one who delivered Me over to you is greater.

III. OBJECTIVES:
To show that a pastor has to lay hands on the leader being commissioned for that leader to gain spirit of wisdom, so that the people will listen to the leader and all of these are direct command from the LORD.
IV. TEXT:
Deuteronomy 34:9 (Amplified Bible)
34:9 And Joshua son of Nun was full of the spirit of wisdom, for Moses had laid his hands upon him; so the Israelites listened to him and did as the Lord commanded Moses.
V. THESIS:
Praise, worship and thank You very much LORD JESUS for You have commanded us to lay hands on leaders and we received from You spirit of wisdom and the people listens to us because of You.

Transition between pastor and leader
VII. EXPLICATION:
A. Name derived from: 2 Greek words: "deuteros" meaning second and "nomos" meaning law.
B. Author: Moses (commonly accepted)
C. Date written: 1407 - 1406 B.C.
D. Purpose: The former generation of Israel had died in the wilderness; hence it was important that the law should be repeated and expounded to the new generation before they entered the Promised Land.—Thompson Chain - Bible Book Outlines

Deuteronomy 6:1-4 (Amplified Bible)
6:1 NOW THIS is the instruction, the laws, and the precepts which the Lord your God commanded me to teach you, that you might do them in the land to which you go to possess it,
6:2 That you may [reverently] fear the Lord your God, you and your son and your son’s son, and keep all His statutes and His commandments which I command you all the days of your life, and that your days may be prolonged.
6:3 Hear therefore, O Israel, and be watchful to do them, that it may be well with you and that you may increase exceedingly, as the Lord, the God of your fathers, has promised you, in a land flowing with milk and honey.
6:4 Hear, O Israel: the Lord our God is one Lord [the only Lord].
VIII. MAIN BODY:
Moses represents a pastor of a local church while Joshua represents a leader. Aleph-Tav is both placed after the words "laid" and "commanded" so we divide this verse into two points with respect to the word "laid" and "commanded".
A. The pastor laid hands on the leader
1. The leader became full of the spirit of wisdom
2. The workers and members listened to the leader
"And Joshua son of Nun was full of the spirit of wisdom, for Moses had laid his hands upon him; so the Israelites listened to him"
Illustration: A pastor can't do anything if his leader or worker are lazy. But laying on of hands imparted two things on the life of the leader: (1) spirit of wisdom, (2) people listened to the leaders.
Laid or "samak" in Hebrew meaning:
1. to prop - to support or prevent from falling by placing something under or against.
2. reflexively to lean upon or take hold
3. bear up, establish, (up-) hold, lay, lean, lie hard, put, rest self, set self, stand fast, stay (self), sustain
Laying on of hands therefore is not more on the laying but on the falling. It simply means, if Moses was alive today, he may lay hands on you a thousand times but if your life is not changed, laying on of hands does not benefit you at all. My point is laying on of hands is more on the result on the people that receives it, not on the one laying on of hands.
Illustration: I know of a so-called church who capitalizes in laying on of hands and have placed great emphasis on it but their head pastor enjoys touching the legs of his female workers. It can't be. Ministry without holiness is no ministry at all. It's just a show-off.
Two results when a pastor commissions a leader of the church, this could be ministry heads or ministry leaders:
1. The leader became full of the spirit of wisdom
Isaiah 11:2 (Amplified Bible)
11:2 And the Spirit of the Lord shall rest upon Him—the Spirit of wisdom and understanding, the Spirit of counsel and might, the Spirit of knowledge and of the reverential and obedient fear of the Lord—
The LORD's Presence in the life of Moses or in the pastor imparts wisdom to the pastor and to those whom he lays his hands. I believe according to 1 Timothy 5:22 it goes both ways. The leader simply shares what's in the life of the pastor and sad to say, the pastor shares what's in the life of the leader. If the leader is an offender, then that character or personality is caught by the pastor.
1 Timothy 5:22 (Amplified Bible)
5:22 Do not be in a hurry in the laying on of hands [giving the sanction of the church too hastily in reinstating expelled offenders or in ordination in questionable cases], nor share or participate in another man’s sins; keep yourself pure.
That's why a pastor and the leader must be above reproach.
1 Timothy 3:2 (Amplified Bible)
3:2 Now a bishop (superintendent, overseer) must give no grounds for accusation but must be above reproach, the husband of one wife, circumspect and temperate and self-controlled; [he must be] sensible and well behaved and dignified and lead an orderly (disciplined) life; [he must be] hospitable [showing love for and being a friend to the believers, especially strangers or foreigners, and be] a capable and qualified teacher,
2. The workers and members listened to the leader
Even if you are 30 years born again in the LORD, you can't convince a handful of people because they will not listen to you, if no hands are laid on you. You need to be commissioned by the local church where you worship. The pastor has to lay his hands on you.
2 Timothy 1:6 (Amplified Bible)
1:6 That is why I would remind you to stir up (rekindle the embers of, fan the flame of, and keep burning) the [gracious] gift of God, [the inner fire] that is in you by means of the laying on of my hands [with those of the elders at your ordination].
The HOLY SPIRIT is imparted on the laying on of hands. You acquire gifts from the LORD when the hands are laid on you. Laying on of hands is vital part in commissioning service but all of these are just basic foundation, these should not be the center of the service but the WORD of GOD must always be the center.
Acts 8:17-18 (Amplified Bible)
8:17 Then [the apostles] laid their hands on them one by one, and they received the Holy Spirit.
8:18 However, when Simon saw that the [Holy] Spirit was imparted through the laying on of the apostles’ hands, he brought money and offered it to them,
1 Timothy 4:14 (Amplified Bible)
4:14 Do not neglect the gift which is in you, [that special inward endowment] which was directly imparted to you [by the Holy Spirit] by prophetic utterance when the elders laid their hands upon you [at your ordination].
Hebrews 6:2 (Amplified Bible)
6:2 With teachings about purifying, the laying on of hands, the resurrection from the dead, and eternal judgment and punishment. [These are all matters of which you should have been fully aware long, long ago.]
Illustration regarding listening:
Even listening is an authority given by GOD to the people that will hear GOD's WORDS. Everyone hears nowadays but only a few really listens, (listening is hearing with understanding and with intention of doing it) The LORD knows the authority of listening He gave to the 12 apostles in evangelism that's why if they don't listen, it's to their own destruction.
Mark 6:11 (Amplified Bible)
6:11 And if any community will not receive and accept and welcome you, and they refuse to listen to you, when you depart, shake off the dust that is on your feet, for a testimony against them. Truly I tell you, it will be more tolerable for Sodom and Gomorrah in the judgment day than for that town.
B. All of these was done because of the Command of the LORD - JESUS
"did as the Lord commanded Moses"
Every move we make inside or outside of the local church are direct commands of the LORD. It's a command from the LORD, brought down to the pastor, and the pastor shares it with the leaders, workers and then lastly the congregation - the attenders with no ministry involvement. You can't have your own opinion on this. We are soldiers of CHRIST.

7:25 Now concerning the virgins (the marriageable maidens) I have no command of the Lord, but I give my opinion and advice as one who by the Lord’s mercy is rendered trustworthy and faithful.
1 Corinthians 14:37-38 (Amplified Bible)
14:37 If anyone thinks and claims that he is a prophet [filled with and governed by the Holy Spirit of God and inspired to interpret the divine will and purpose in preaching or teaching] or has any other spiritual endowment, let him understand (recognize and acknowledge) that what I am writing to you is a command of the Lord.
14:38 But if anyone disregards or does not recognize [that it is a command of the Lord], he is disregarded and not recognized [he is one whom God knows not].
Illustration: I appreciate a lady leader - an admin who always has the habit of saying when I ask questions, she always accustomed to say "there's not yet brought down from pastor regarding that one.." She knows and understands completely the authority that flows from the LORD down to the pastor, then to the leaders, then to the workers, then to the congregations.
IX. CONCLUSION:
Praise, worship and thank You very much LORD JESUS for You have commanded us to lay hands on leaders and we received from You spirit of wisdom and the people listens to us because of You.
