11:9 [Prompted] by faith he dwelt as a temporary resident in the land which was designated in the promise [of God, though he was like a stranger] in a strange country, living in tents with Isaac and Jacob, fellow heirs with him of the same promise.

We, sometimes, complain at places where we live and we complain with neighbors, people around us, environment and the way how things are working in our city. We have good news from GOD, this is not our permanent city, we live here partially the eternal life GOD has given us, then we live it all out in the permanent city: Jerusalem where we will stay for eternity with GOD.
B. We are looking for one to come
"but we are looking for the one which is to come"

5:4 For while we are still in this tent, we groan under the burden and sigh deeply (weighed down, depressed, oppressed)—not that we want to put off the body (the clothing of the spirit), but rather that we would be further clothed, so that what is mortal (our dying body) may be swallowed up by life [after the resurrection].
5:5 Now He Who has fashioned us [preparing and making us fit] for this very thing is God, Who also has given us the [Holy] Spirit as a guarantee [of the fulfillment of His promise].
5:6 So then, we are always full of good and hopeful and confident courage; we know that while we are at home in the body, we are abroad from the home with the Lord [that is promised us].
5:7 For we walk by faith [we regulate our lives and conduct ourselves by our conviction or belief respecting man’s relationship to God and divine things, with trust and holy fervor; thus we walk] not by sight or appearance.
5:8 [Yes] we have confident and hopeful courage and are pleased rather to be away from home out of the body and be at home with the Lord.
That's why in the bible, our bodies are called a tent, because a tent is temporary while a city is permanent. We are both desiring our eternal city which is Jerusalem and our glorified body.
Proverbs 14:11 (Amplified Bible)
14:11 The house of the wicked shall be overthrown, but the tent of the upright shall flourish.
John 14:2-3 (Amplified Bible)
14:2 In My Father’s house there are many dwelling places (homes). If it were not so, I would have told you; for I am going away to prepare a place for you.
14:3 And when (if) I go and make ready a place for you, I will come back again and will take you to Myself, that where I am you may be also.
1 Corinthians 15:52-53 (Amplified Bible)
15:52 In a moment, in the twinkling of an eye, at the [sound of the] last trumpet call. For a trumpet will sound, and the dead [in Christ] will be raised imperishable (free and immune from decay), and we shall be changed (transformed).
15:53 For this perishable [part of us] must put on the imperishable [nature], and this mortal [part of us, this nature that is capable of dying] must put on immortality (freedom from death).
We are still three: spirit, soul and body which is the one referred here as perishable, since our spirit is from GOD, it's eternal and indestructible, and our soul is also eternal it can't die, but our bodies decay, so this physical body which is our tent here on earth will be replaced with a glorified body.
IX. CONCLUSION:
Praise, worship and thank You very much LORD JESUS because You have prepared an eternal place and eternal body for us to stay for eternity with You.
