A. GOD swore in His wrath and indignation
"Accordingly, I swore in My wrath and indignation,"
Sware or swore means: [Greek: omnuo] (verb)
1. to swear
2. to affirm, promise, threaten, with an oath
3. in swearing to call a person or thing as witness, to invoke, swear by
Only GOD can swear because only GOD can affirm, promise, threaten with an oath. Man's promises and swear are nothing because man fails to fulfill their promises. That's why we are not to swear, leave to GOD the swearing.

14:21 But truly as I live and as all the earth shall be filled with the glory of the Lord,

Do not swear, just make sure your yes is yes and your no is no.

2. Those who don't have relationship with CHRIST
My rest or GOD's rest means: (Greek word: "katapausis") [noun:feminine]
1. metaphorically the heavenly blessedness in which God dwells, and of which he has promised to make persevering believers in Christ partakers after the toils and trials of life on earth are ended
We no longer toil or labor here on earth, it's already ended, all we do is receive GOD's Grace, Mercy, and Peace by Faith. Live by faith in GOD, and that is GOD's rest.
Hebrews 4:10-11 (New King James Version)
4:10 For he who has entered His rest has himself also ceased from his works as God did from His.
4:11 Let us therefore be diligent to enter that rest, lest anyone fall according to the same example of disobedience.

4:11 Let us therefore make every effort to enter that rest, so that no one may fall through such disobedience as theirs.
We quickly obey, only disobedience can disallow us not to enter GOD's rest. We also cease in every type of work, for if you work, you need to be paid, and those who are paid, no longer receive GOD's Grace (gift), it's no longer a gift, if you work.
IX. CONCLUSION:
Live a lifestyle of "receiving", live a lifestyle of faith.
