"Then Jehoiada made a covenant between the Lord and the king and the people"

1. Jehoiada - high priest who sheltered King Joash and led him to the LORD

2 Chronicles 24:6 (Amplified Bible)

So the king called for Jehoiada the high priest and said to him, Why have you not required the Levites to bring in from Judah and Jerusalem the tax authorized by Moses the servant of the Lord and of the assembly of Israel for the Tent of the Testimony?

2 Chronicles 23:16 (New Living Translation, Second Edition)

Then Jehoiada made a covenant between himself and the king and the people that they would be the Lord’s people.

2 Chronicles 24:14 (New Living Translation, Second Edition)

When all the repairs were finished, they brought the remaining money to the king and Jehoiada. It was used to make various articles for the Temple of the Lord—articles for worship services and for burnt offerings, including ladles and other articles made of gold and silver. And the burnt offerings were sacrificed continually in the Temple of the Lord during the lifetime of Jehoiada the priest.

King Joash was faithful to the LORD as long as Jehoiada is alive. Jehoiada made a covenant with the LORD, king and people. Any covenant that involves the LORD is permanent.

Leviticus 24:3 (New Living Translation, Second Edition)

This is the lampstand that stands in the Tabernacle, in front of the inner curtain that shields the Ark of the Covenant. Aaron must keep the lamps burning in the Lord’s presence all night. This is a permanent law for you, and it must be observed from generation to generation.

Numbers 18:19 (New Living Translation, Second Edition)

Yes, I am giving you all these holy offerings that the people of Israel bring to the Lord. They are for you and your sons and daughters, to be eaten as your permanent share. This is an eternal and unbreakable covenant between the Lord and you, and it also applies to your descendants.”

B. Covenant with the king and the people

"He also made a covenant between the king and the people. "

The king and the people still needs to be informed separately. As long as Jehoiada is alive, the covenant was strong because it's based on man's reliability not the LORD's

Jehoiada, the high priest was the one who led the people to fear the LORD not King Joash.

2 Chronicles 24:17 (New Living Translation, Second Edition)

But after Jehoiada’s death, the leaders of Judah came and bowed before King Joash and persuaded him to listen to their advice.

King Joash with Jehoiada's influence, made reforms, removed idolatries in Israel, rebuilt the temple. Jehoiada is a type of CHRIST because aside from taking care of the spiritual needs of the people, he manage the political affairs of the kingdom, just like CHRIST although CHRIST is much superior, because CHRIST is King of kings, LORD of lords, our Perfect High Priest.

2 Chronicles 24:15-16 (New Living Translation, Second Edition)

Jehoiada lived to a very old age, finally dying at 130.

He was buried among the kings in the City of David, because he had done so much good in Judah for God and his Temple.

1 Corinthians 11:25 (New Living Translation, Second Edition)

In the same way, he took the cup of wine after supper, saying, “This cup is the new covenant between God and his people—an agreement confirmed with my blood. Do this to remember me as often as you drink it.”
