"In burnt offerings and sin offerings"
Burnt offerings and sin offerings does not pleased GOD, Why?
Because they're offered up under the Law, if they don't offer they die under the Law, it's not voluntarily offered but enforced with punishment.

10:8 When He said just before, You have neither desired, nor have You taken delight in sacrifices and offerings and burnt offerings and sin offerings—all of which are offered according to the Law—
Hebrews 10:4 (Amplified Bible)
10:4 Because the blood of bulls and goats is powerless to take sins away.
B. GOD has no delight in them
"You have taken no delight"
The word delight or "no pleasure" is "eudokeo" in Greek meaning:
1. it seems good to one, is one’s good pleasure
2. to be well pleased with, take pleasure in, to be favourably inclined towards one
Why is GOD not pleased with sacrifices and offerings?
Because they cannot take sins away.
Hebrews 10:4 (Amplified Bible)

It is only a cover-up for sins.
Leviticus 1:3-4 (Amplified Bible)
1:3 If his offering is a burnt offering from the herd, he shall offer a male without blemish; he shall offer it at the door of the Tent of Meeting, that he may be accepted before the Lord.
1:4 And he shall lay [both] his hands upon the head of the burnt offering [transferring symbolically his guilt to the victim], and it shall be an acceptable atonement for him.
It is offered up being enforced by rewards and punishment.
Hebrews 10:8 (Amplified Bible)
10:8 When He said just before, You have neither desired, nor have You taken delight in sacrifices and offerings and burnt offerings and sin offerings—all of which are offered according to the Law—

2. Faith pleases GOD
Hebrews 11:6 (Amplified Bible)
