Question: Is the baptism of the Holy Ghost necessary to have the Gifts of the Spirit?

There is not one scripture that says so, but the Principle is there.

Let’s go to the disciples before Pentecost.

Luke 10:1 After these things the Lord appointed other seventy also, and sent them two and two before his face into every city and place, whither he himself would come.

17 And the seventy returned again with joy, saying, Lord, even the devils are subject unto us through thy name.

18 And he said unto them, I beheld Satan as lightning fall from heaven.

19 Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you.

Were any Gifts of the Spirit mentioned in this passage? No… what was promised?

Protection

Mark 16:14 Afterward he appeared unto the eleven as they sat at meat, and upbraided them with their unbelief and hardness of heart, because they believed not them which had seen him after he was risen.

15 And he said unto them, Go ye into all the world, and preach the gospel to every creature.

16 He that believeth and is baptized shall be saved; but he that believeth not shall be damned.

17 And these signs shall follow them that believe; In my name shall they cast out devils; they shall speak with new tongues;

18 They shall take up serpents; and if they drink any deadly thing, it shall not hurt them; they shall lay hands on the sick, and they shall recover.

Were any Gifts of the Spirit mentioned in this passage?

Yes… Tongues. Also Gift of healing

When were tongues given? In the Upper Room with the outpouring of the Holy Ghost.

Eph 5:18 And be not drunk with wine, wherein is excess; but be filled with the Spirit;

Notice: in the NT it was preached, when you get saved, you seek for the baptism of the Holy Ghost.

It will EMPOWER you for service.

So when Paul was teaching these gifts of the Spirit in 1 Cor. 12 and 14, he was teaching to those already filled with the Holy Ghost.

Furthermore: let’s look at examples of those used in the Gifts of the Spirit in scripture:

Acts 8

18 And when Simon saw that through laying on of the apostles’ hands the Holy Ghost was given, he offered them money,

19 Saying, Give me also this power, that on whomsoever I lay hands, he may receive the Holy Ghost.

20 But Peter said unto him, Thy money perish with thee, because thou hast thought that the gift of God may be purchased with money.

21 Thou hast neither part nor lot in this matter: for thy heart is not right in the sight of God.

22 Repent therefore of this thy wickedness, and pray God, if perhaps the thought of thine heart may be forgiven thee.

23 For I perceive that thou art in the gall of bitterness, and in the bond of iniquity.

Gift of Discernment

Ac 16:17 The same followed Paul and us, and cried, saying, These men are the servants of the most high God, which shew unto us the way of salvation.

18 And this did she many days. But Paul, being grieved, turned and said to the spirit, I command thee in the name of Jesus Christ to come out of her. And he came out the same hour.

Gift of discernment

Acts 21:8 And the next day we that were of Paul’s company departed, and came unto Caesarea: and we entered into the house of Philip the evangelist, which was one of the seven; and abode with him.

9 And the same man had four daughters, virgins, which did prophesy.

Gift of Prophecy were they filled with the Holy Ghost?

Their dad was… Ac 1:13 And when they were come in, they went up into an upper room, where abode both Peter, and James, and John, and Andrew, Philip, and Thomas, Bartholomew, and Matthew, James [the son] of Alphaeus, and Simon Zelotes, and Judas [the brother] of James.

Acts 2:4 And they were all filled with the Holy Ghost….

There were 120 there, so possibly his daughter were there as well. If not, there’s no doubt that they would have soon afterward been filled.

Acts 5:15 Insomuch that they brought forth the sick into the streets, and laid them on beds and couches, that at the least the shadow of Peter passing by might overshadow some of them.

16 There came also a multitude out of the cities round about unto Jerusalem, bringing sick folks, and them which were vexed with unclean spirits: and they were healed every one.

Gift of Healing Peter had been filled with the Holy Ghost.
