The lack of the written Law is not the problem, the issue is sin. All have inner knowledge of God's law & some have the external law. It is not so much which law you have, the one written in everyone's inner being or the one written in God's book.

Should evil be done because God can bring good out of it? No, before God a good end does not justifies an evil means or method. For God is always true & He cannot be faithful to the unrighteous no matter who they are or how they think.
