As Dwight Edwards writes, Paul's "chains were not clamped on by an oppressive Roman government, but by the hand of a loving, faithful Father Who was working it all to Paul's ultimate good and His glory. And so Paul was able to avoid bitterness toward the Roman authorities, for he did not see them as acting on their own.
Paul had developed 50-20 vision which Joseph describes in Ge 50:20, "But as for you, you meant evil against me; but God meant it for good."
