A term we medics would often use at the scene of an accident was “rubbernecker”. This was the people who would drive by the scene, straining to see the action without any intention of helping out. They were just curious, but without any compulsion or compassion.
They were just like the Levite who was just curious, but had no intention of helping a person in need (Lk. 10:25-37).
