Cell Phone Risk Talking on a cell phone while driving can be just as dangerous as driving under the influence, according to the results of a new study. Researchers at the University of Utah discovered that cell phone users, just like those who have been drinking, did not believe themselves to be affected, and were 9% slower to hit the brakes when a vehicle suddenly stopped in front of them.
